Meghalaya to honour Mandela 

Shillong,Nov.4: Former President of South Africa ,Nelson Mandela will be honoured with People’s Parliament Global Award for upholding  human rights during the 3rd   Dorbar Ri ( People’s Parliament) to be held on November 14, in West Garo Hills.

The leaders of the traditional bodies in Meghalaya will meet for the third People’s Parliament at Asananggre, 12km from Tura,West Garo Hills.

The participants of the meet include villagers, syiems (kings) dolois (chieftains) and nokmas (clan chieftains). 

Both the first People’s Parliament held in 2004 at Smit outskirts of Shillong and the second one at Mawplang, had attracted large crowd.

The chairman of the grand council of chiefs of Meghalaya, John Kharshiing, told a news conference today that the unanimous decision of the grand council of chiefs, taken on November 2  in Tura, West Garo Hills was to recognize the contribution of Mandela by  honouring him  with People’s Parliament Global Award.

“Mandela is our planet's last living legend, fondly known as Madiba and he is awarded for his courage, self- sacrifice  and contribution towards human rights”, Kharshiing said. He said that prominent media personalities Aroon Purie, Rajdeep Sardesai and Arnab Goswami, will also be given  People’s Parliament National Awards on the occasion. Kharshiing said that the names of the recipients of   People’s Parliament Meghalaya Awards will be announced on November 14.

He also said that the  grand council of chiefs of Meghalaya had contacted the African Embassy informing about the award and the Embassy may send an official to receive the award.

 Kharshiing said that as the meet will be mainly participated by the poor villagers from all over the state, there will be discussion on people-oriented issues and  various democratic and economic resolutions would be passed during the meet.

The need to form a separate council for the traditional institutions would be discussed in the meet, he added.

When the  first People's  Parliament was held January 14  2004 , there was  massive participation of the people from all over the state and the rest of  the region. 
The then President of India, Dr. APJ Abdul Kalam, Sir Michael Arthur, the then British High Commissioner,  union ministers, the then Meghalaya Governor , M M Jacob had sent their messages on the occasion.  The US Consulate had also sent a senior diplomat to witness the entire proceedings  

 99 per cent of the people who attended the first People's Parliament were the poorest villagers of Meghalaya. The VIPs present  did not  speak for more than 7 minutes  to allow ordinary villagers to speak about their problems and their concerns. About 82 persons from across Meghalaya spoke for 2 minutes each on different issues. 
There were no party flags. The only flags to be seen were those belonging to different Himas (Kingdoms).  

Four policemen killed in Meghalaya

 

Shillong,Oct.31:Four police constables and civilian driver were killed after a group of suspected  Garo National Liberation Army  militants ambushed a Meghalaya police patrol party at Nengpatchi, 45 km from  Dobu in  East  Garo Hills  this evening. Two police constables were also injured in the incident.  

The Meghalaya director general of police,N.Ramachandran said that the incident took place around 5.00 pm today and the details were awaited as the place of occurrence is a remote village. “It is a very sad incident and the suspicion is on the GNLA militants”, he added.

The DGP said as per the initial reports, the militants ambushed the police team coming in a vehicle resulting in the death of four constables and the civilian driver besides causing injury to two other constables. “The diseased policemen have been identified as unarmed branch constable NR Marak, Havildars,  Probinson Sangma, Victor Marak and constable E. Sangma. The driver who is yet to be identified was using the vehicle ML-09A0958 to ferry the police personnel. The injured constables are Peter Sangma and D. Sangma While two AK rifles, one carbine and 2 SLRs were missing from the police, one AK rifle was bouoght back by the injured Peter Sangma. “We are piecing together the information from all the senior police officials from East and West Garo Hills who are on the spot”, the DGP added.                    

Earlier this year  six lower rank policemen were killed  during the anti-insurgency operations in Garo Hills against the GNLA. Moreover at least five policemen also sustained injuries during the past one year during their fight against the militants. Despite the  Special Weapons and  Tactics team (SWAT) of the state police, the special  Combat Battalion for Resolute Action ( CoBRA)  of the CRPF  and the  personnel of BSF are engaging in their fight against  militancy in Garo Hills , there were more casualties of state  police constables during this year.  

On  October 15 evening Havildar, William Mawiong and two others were lured into the trap by the GNLA militants in West Garo Hills.

After the villager identified as Pintu Marak lured them to the nearby rive for fishing, the GNLA militants successfully kidnapped the trio.    

While Mawiong was shot dead by the militants, other two policemen, Sambu Dalu and  Grejilistone Momin were badly tortured by the militants.

 The trap laid by GNLA is similar to the June 4 incident of killing of three policemen and injury caused to two others by the militants at Tapa Darengchi in East Garo Hills.

In yet another case on July 3, the GNLA militants succeeded in confusing the policemen deployed in their fight against the militants.

In their hunt against the GNLA cadres in a village near Willimnagar in East Garo Hills, two teams of the police personnel which mistook each other for militants clashed, resulting in the death of  Havildar Gopal Prasad Nunia and constable, Exmarting Marak.

 

 Child sacrifice slur on BSF 

  Shillong,Oct.8:With the police confirming the murder of seven year old boy, Krishna Singh as human sacrifice, the investigation into the gruesome act is now focused on the perpetrators of the crime and the motive .

On Thursday morning at around 6 am , the body of   Krishna with multiples wounds and  burn-marks of  incense sticks, was recovered from near the BSF 121 camp at Praharinagar in Tura after he went  missing on Wednesday  evening during the Durga puja celebrations in the BSF temple. Krishna ’s father, Kamal Singh works as a water  KRISHNA                      carrier with the BSF and the family is shocked over the incident as Krshna was the youngest son.

According to the police, those who committed the crime either at the behest of a Tantrik  or by themselves must have done it on superstitious beliefs. The postmortem report of the body suggests that the boy died after the violent ritual was performed. “We can convulsively say that it is a case of  human sacrifice and the post mortem report reveals that a ritual was performed on the body”,  said  DIG (Western Range)  GHP Raju who is supervising the investigation in Tura.   According to the official, boy was first drugged or sedated before carrying out the Tantrik ritual. “We are sending the viscera for chemical analysis to find out the nature f liquid given to the boy to sedate him”, he said.            According to the police, those who engaged in Tantrik practice of child sacrifice must have done it in the name of appeasing the Goddess as the incident took place on Navami the last day of Durga  puja. The interrogations of the detained BSF jawans, head constable Chandra Wan and constable  Babu Khan  revealed that the Tantrik who was in the temple premises on October 4 and 5  knew the duo.Police said that it was Khan who had brought the Tantrik identified as  Lukman Hakib from Mankachar in Dhubri district of Assam.

According to reports, after  Khan had met Hakib and sought his  blessings, his wife who was barren for years became pregnant. It was Khan who arranged a meeting of the Tantrik with Chandra Wan at the latter’s residence inside the BSF campus on October 5 .Chandra Wan wanted to consult with the Tantrik about the marriage  prospects of his second daughter. Both have admitted that they had met the Tanrik in their quarters inside the BSF campus. Police are also interrogating more BSF jawans to find out their connections with the Tantrik.   

The police from Tura have also sought the help of Mankachar police to interrogate the Tantrik.During the initial interrogation, the Tantrik only admitted that he was in the BSF camp for two days from October 4, police added. The Tantrik also wanted action against the perpetrators of the crime.  A senior police official said that the ritual was either committed by a professional Tantrik or  by some one who knew the rituals.
